Free loos in Oxford. Great minds think alike as I see Moonrising has done a guide for London.
There are public toilets in Oxford but they aren't necessarily very nice. At least the ones in shops and museums are likely to be a bit cleaner and warmer.
If you are in the centre of Oxford then the Town Hall and Borders are good places to go. The toilets in Borders are on the lower ground floor but there is a lift and there are changing tables if you have a small baby. There is not a lot of room for the pushchair though.
Debenhams gets a rave review from frugal fun as the place to change or feed babies and I assume their loos are good as well but I can never be bothered to go up all that way when Borders is so close.
If you do have small children then Rainbow House on New Inn Hall Street is by far the best place to go for a none stress full toilet stop. Sadly it isn't open all the time. The ELC is rumoured to have customer toilets if you have small children but it is so long since I've been there that I can't say for certain.
The toilets in the Museum of the History of Science used to be handy for Broad Street but I've jst been told they are no longer open to the public -thanks ebruton. Ebruton suggests the loos in Blackwells - but I think the only ones are right at the top of the building by the stairs to the second-hand department. There is a lift but I've never found the it on the downstairs floor, I've only seen the doors upstairs. Be warned - it is a long way up to the second-hand book department by the stairs (though it is great when you get there and they now have a large children's section). Plus the women's loos are quite cramped. Or ebruton suggests the loos at the back of the covered market which I remember as being functional rather than inviting.
I've now moved from Oxford so I'm depending on you lot to send comments to keep this guide up to date.

Boots is good for babies. The loos are upstairs which is a bit inconvenient, but they have large changing tables and a chair (if you really want to breastfeed in a place that smells like a lav - but good for emergencies).
Oxford public library is appalling. You have to get a code from the staff to get in - like you were going to vandalise it or something. Hardly a convenient public convenience.

Westgate car park has them - horrible but if you’re desperate at least they’re there - same goes for Gloucester Green bus station (restricted opening times I believe). Last time I was at the ELC they no longer had customer toilets; the room was being used for storage. The nearest would be the BHS or M&S opposite - both quite serviceable but I wouldn’t be able to advise on baby changing facilities.
