The viewing deck is really the only reason to visit Roppongi Hills unless you want to spend over the odds on every product in the place. But for the view alone it is really worth the visit. Come at night to see the glittering sea of lights below and also to see Tokyo Tower look its best.
One of the best views over Tokyo! Do visit the roof! The gardens around the towers are small but a nice retreat. There are a lot of shops inside the Mori Towers, which are worth visiting but somewhat expensive. The museums on the premises are not spectacular but nice, small and different from the "must sees" in Tokyo. Mori Towers is a location I always enjoy visiting when in Tokyo.

Roppongi hills is ok to browse but too expensive when you actually shop.
